Requirements
Must:
- Ervaring met de ontwikkeling en inrichting van CIO-functies binnen overheidsorganisaties.
- Kennis van de kaders en uitgangspunten die van toepassing zijn op de domeinen SZW, VWS, Fysieke Leefomgeving en Dienstverlening.
- Vaardigheden in het opstellen van plannen en ontwerpen die aansluiten bij de TOPR-aanpak van VNG Realisatie.

- Ontwerpen en opstellen van een plan van aanpak voor de inrichting van de CIO-functie.
- Zorgen voor een goede afstemming met de bestaande structuren en processen binnen VNG Realisatie.
- In kaart brengen van de gewenste inrichting, rollen en verantwoordelijkheden van de CIO-functie.
- Uitwerken van processen, overlegstructuren en de positionering binnen de driehoek Beleid-Uitvoering-Informatie.
- Opleveren van conceptvisuals en tekstuele toelichting ter verkrijging van bestuurlijk draagvlak.
- Opstellen van een compact eindrapport met aanbevelingen voor de inrichting van de CIO-functie, inclusief realisatievolgorde en benodigde randvoorwaarden.
Description
Wij zijn op zoek naar een onafhankelijke kwartiermaker die een voorstel ontwikkelt voor de positionering, inrichting en governance van de CIO-functie binnen VNG Realisatie. De opdracht omvat het opleveren van een gedragen ontwerp en plan van aanpak, inclusief de noodzakelijke kaders voor uitvoering. De looptijd van de opdracht is 10 maanden, 20 uur per week, oftewel 0,55 fte.
